Founded in 1998 by Dr. Robert Maloney, the practice has played a defining role in the evolution of modern vision correction. Helping Define LASIK in the United States
The Early Years
The institute’s foundation was shaped by Dr. Robert K. Maloney, whose academic depth and clinical leadership helped define modern refractive surgery. A Harvard graduate, Rhodes Scholar at Oxford, UCSF-trained physician, and residency graduate of the Wilmer Ophthalmological Institute at Johns Hopkins, Dr. Maloney entered refractive surgery at a pivotal moment. In the late 1990s, when LASIK was still investigational in the United States, he served as a principal investigator in the FDA clinical trials that led to its approval and became the first surgeon in western North America to perform LASIK during those trials. His work helped establish the safety standards and best practices still followed today.
In 1998, he founded Maloney Vision Institute with a clear mandate: evidence-based medicine, ethical decision-making, and uncompromising outcomes. While high-volume LASIK centers expanded nationwide, he prioritized precision, restraint, and patient trust. A Clinical Professor of Ophthalmology and internationally recognized educator, he authored research and textbooks and contributed to advancements in refractive and cataract technology. That blend of intellectual rigor and clinical humility became the cornerstone of the institute’s culture.

When Dr. Neda Shamie joined the institute in 2018, it marked a pivotal expansion of its clinical depth and capabilities.
Renowned for her expertise in complex cataract, corneal, and anterior segment surgery, Dr. Shamie brought a patient-centered approach to some of the most nuanced decisions in ophthalmology. She became known for her ability to guide patients not only through surgical options, but through the long-term implications of each choice, particularly for those with prior LASIK, corneal irregularities, or complex visual needs.
Her leadership helped evolve the practice from a pioneering refractive surgery center into a fully integrated vision institute, where advanced diagnostics, premium lens strategies, ocular surface health, and individualized care plans became central to the patient experience.

As Dr. Robert Maloney retired from the clinical practice of medicine in 2025 to focus on two passions held long before his first surgery – teaching and research, his influence remains woven into every aspect of our practice. A true pioneer, he has performed over 68,000 vision correction procedures, authored foundational research, holds eight patents, trained over 1,000 surgeons worldwide, and helped define the standards of safety and precision still followed today.
Beyond the operating room, he built a practice rooted in trust, honesty, and restraint - values that continue to guide the institute’s culture. His spirit of innovation and patient advocacy remains foundational to who MSH Vision is and where it is headed.
